§ 1 Area of validity and use
1. The area of validity of the Arena AufSchalke Stadium Regulations is limited by the dotted line indicated on the separate Site Plan. The Site Plan is a constituent part of these Stadium Regulations.
2. The Stadium Regulations apply for all events taking place in the area of the Arena AufSchalke as referred to at (1) on the day of the respective event and also on all other days.
§ 2 Persons entitled to admission
Only those persons who are in possession of a valid ticket or other type of pass granting admission to the stadium or who are able to demonstrate their entitlement to enter by some other means or who, in particular with respect to the built-up area of the Arena AufSchalke, are able to demonstrate by other means their entitlement to enter on days on which no event is taking place are entitled to enter the Arena AufSchalke and the ancillary facilities.
§ 3 Entry checks
1. Upon entering the Arena AufSchalke on the occasion of an event all visitors are obliged to present their tickets or passes without being asked to the Arena AufSchalke stewarding and security service or the police and to surrender said tickets or passes for inspection on request.
2. Visitors who are unable to demonstrate their entitlement to enter the stadium or who have received a local or nationwide banning order preventing them from attending sporting events or any other type of event are not permitted to enter the Arena AufSchalke. They will be turned away by the Arena AufSchalke stewarding and security service or the police or ejected from the Arena AufSchalke if they are encountered there.
Visitors who are clearly under the influence of alcohol and/or drugs or in possession of weapons or similar dangerous objects within the meaning of § 5 and are unwilling to surrender these to the stewarding and security service are also excluded.
Generally, any visitor with a blood alcohol concentration level of more than 0.16 will be refused entry to the Arena AufSchalke.
Where visitors are suspected on account of their conduct or any other indications or observations of having been issued with a local or nationwide banning order preventing them from attending sporting events or any other type of event or of being under the influence of alcohol and/or drugs or in possession of weapons or similar dangerous objects within the meaning of § 5, the Arena AufSchalke stewarding and security service is with their consent entitled for clarification purposes to conduct a search of their clothing and any containers in their possession in order to ascertain whether they are under the influence of alcohol and drugs, which search may involve the use of technical equipment, and, if a banning order may have been issued, to verify the person's identity by inspecting their identity papers. Anyone refusing to grant consent in accordance with § 3 (4) will be denied entry to the Arena AufSchalke and turned away by the stewarding and security service or the police or ejected from the Arena AufSchalke if they are encountered there.
§ 4 Conduct in the Arena AufSchalke
1. Within the Arena AufSchalke all persons must conduct themselves in such a way as not to aggrieve or endanger the safety of others or unnecessarily hinder or harass any other person.
2. All persons must follow the instructions issued by personnel of the regulatory authorities, the police, the fire brigade, the stewarding and security service, and the Arena AufSchalke PA announcer. Anyone wilfully or negligently failing to obey these instructions will be ejected from the Arena AufSchalke by the stewarding and security service or the police.
3. Visitors may occupy only their allocated seat and must access it via the assigned entrance. For safety reasons and the prevention of danger visitors are obliged to take up seats other than those indicated on their admission ticket and which may be situated in another section of the stadium if instructed to do so by the Arena AufSchalke stewarding and security service or the police.
4. All access stairways and emergency exits must be kept clear at all times.
§ 5 Prohibited items
1. Visitors entering the area covered by the Stadium Regulations for the Arena AufSchalke are not allowed to carry the following items on their person:
a) weapons, dangerous objects or anything that could result in injury if thrown;
b) gas spray cans, caustic substances, dyestuffs or pressurised containers for flammable or harmful gases, with the exception of standard pocket cigarette lighters;
c) containers made from brittle or splintering material;
d) bulky objects such as ladders, stools, chairs, crates, suitcases;
e) fireworks, rockets, hand-held flares, smoke powder, signal rockets and other pyrotechnic objects;
f) poles for flags or banners that are not made of wood or are longer than 2 m or more than 3 cm in diameter;
g) large banners, double-pole banners, large quantities of paper, wallpaper;
h) mechanically and electrically operated noise instruments;
i) alcoholic drinks with an alcohol content of more than 15 % by volume and drugs;
j) animals;
k) racist, xenophobic and radical propaganda material.
2. Further, visitors are not allowed to:
a) climb up, on or over building elements and fixtures intended for general use, in particular facades, fences, walls, structures enclosing the playing area, the playing area itself, barriers, platforms, lighting installations, camera platforms, trees, masts of all types and roofs;
b) enter areas marked closed to the public;
c) throw objects;
d) light fires or set off fireworks, rockets, hand-held flares, smoke powder, signal rockets and other pyrotechnic objects;
e) offer for sale or sell goods and tickets, distribute printed material or stage collections without the requisite legal permits and the consent of the operator;
f) write, paint or put posters or stickers on building installations, fixtures or pathways;
g) urinate or defecate anywhere but in the toilets or pollute the stadium site in any other manner, in particular by throwing items away or leaving them behind;
h) express or disseminate racist, xenophobic or radical slogans, notably extreme-right slogans or indicate a far-right viewpoint by the use of gestures;
3. Items prohibited from the area covered by the Arena AufSchalke Stadium Regulations may not be offered for sale, sold or released to others by any other means.
4. It is also forbidden to obstruct traffic surfaces, in particular paths and roads, and set up sales stands on ground areas.
5. By mutual agreement with the City of Gelsenkirchen and the police, individual visitors to the Arena AufSchalke may be granted permission to carry flags larger than those referred to at § 5 Fig. (1) f). To this end such persons will be issued with a photo ID flag pass by FC Schalke 04. FC Schalke 04 reserves the right, in consultation with the City of Gelsenkirchen and the police, to make case-by-case arrangements at variance to Fig. (1) g).
§ 6 Violations
1. Persons committing an act set forth at § 5 will be banned from entering the Arena AufSchalke and, if the act is committed at a football match, issued with a nationwide banning order via the German Football Association (DFB).
2. Persons committing an act set forth at § 5 will be held liable for compensation under statutory regulations in so far as damage is incurred as a result of their acts.
3. Acts constituting a criminal or regulatory offence will be reported to the police as a matter of course.
4. Visitors suspected of committing a criminal act will be reported. Regulatory offences may be reported. Prohibited items will be confiscated by the Arena AufSchalke stewarding and security service and returned upon cessation of the conditions necessitating their confiscation in so far as they are not required as evidence as part of a criminal investigation.
§ 7 Concluding provisions
1. The Arena AufSchalke Stadium Regulations enter into force on the day the Arena AufSchalke is taken into service.
2. The Arena AufSchalke Stadium Regulations take binding effect on entry to the Arena AufSchalke site. In purchasing an admission ticket visitors agree to accept the terms of the Arena AufSchalke Stadium Regulations as binding.
